CONNECTING TO OPPORTUNITY
SUMMARY OF STRATEGY

The objective is to transform the economic fortunes of two deprived areas of North West Croydon and Fieldway-New Addington. This will be achieved through a ten year programme addressing enterprise, entrepreneurial culture and business issues in those areas.

In common with other LEGI programmes there are three LEGI outcomes:

  • Increasing total entrepreneurial activity among the population in the target areas
  • Supporting growth and reducing the failure rate of locally owned businesses
  • Attracting inward investment and franchising, and making use of local labour

Barriers to increased entrepreneurial activity and business success in our target areas will be addressed and include:

  • Low awareness of enterprise and low background entrepreneurial experience
  • Difficulties of access to information, support, finance and other useful resources
  • Difficult economic conditions for the population and the area in general
  • Lack of suitable high quality attractive premises for business at all stages of their lifecycle
  • Poor perception of the areas as places to start and run a business

To deliver the LEGI outcomes and overcome the barriers we will develop a programme of interventions grouped under four themes:

  • Latent or potential entrepreneurs – developing the enterprise culture among young people and the population in general, with particular emphasis on key target groups
  • Business Creation  - supporting those who are actively exploring or who are and committed to starting their own business or becoming self employed
  • Business Growth – helping businesses in the areas survive and grow
  • Business retention and inward investment – creating the right business environment, with a particular emphasis on district centres as zones of opportunity

For each theme a number of delivery frameworks will be developed specifying what outcomes need to be delivered and the type of activity required. The frameworks and their associated project will be delivered by a range of organisations through commissioning or open tendering.

We will know we are on track to deliver our objective if at the end of three years the key success indicators are moving in the right direction:

  • More young people engaged in developing enterprising and entrepreneurial behaviours
  • Higher awareness of enterprise in the adult population
  • Increased number of new business starts
  • Higher survival rates
  • Increased business stock
  • More BAME, women and disabled business owners and self employed
  • Improved district centre footfall
  • More businesses reporting growth

At the end of the ten year programme will have succeeded if we maintain the trajectory on these success indicators, leading to:

  • More businesses in the target areas
  • More growth
  • More jobs
  • More wealt
