Programme delivery will be measured against Local Area Agreement (LAA) output targets. The first progress review with Government Office for London is in November 2006.
Baseline
Establishment of the baseline for these targets has been commissioned and will report at the end of September 2006. This will be used to measure progress. The results of the baseline study may lead to a revision of the target outputs agreed with Government Office for London.
Evaluation
Annual evaluation is vital to ensuring it is meeting the needs of the target areas and has been built into our programme from the start. A budget of £120,000 has been set for the evaluation of the first year. Results will be published on this website.
We will expect all delivery bodies to evaluate their work and contribute to the overall evaluation of the programme.
Monitoring and reporting
All organisations applying to deliver the programme will have to demonstrate robust systems that will monitor and report, finance, outputs, outcomes and milestones
Financial monitoring and auditing
Delivery organisations will be required to keep detailed records of all expenditure. A quarterly summary showing expenditure against budget will need to be sent to the accountable body for verification. All delivery partners will be subject to an annual monitoring visit and may be subject to ad hoc visits.
Output targets
Intended outputs and outcomes for each project will be set out in the specifications for the framework or other contracts. The key outputs will relate to the Local Area Agreement, along with some additional outputs. There will be a standard reporting format to Croydon Council as the accountable body.
Outcomes
Within a programme such as this, we are aware that there may be a range of outside the scope of our performance measures. Some of this shall be the subject of the evaluation, but it is anticipated that applicants will identify and record these.
Milestones
Milestones will be agreed with delivery organisations to ensure that projects are on course to deliver in accordance with their service level agreements. |
